ADDITIONAL FUNDING TO THE MIG POMORIE STRATEGY
EDUCATION PROGRAMME
1. Basic information and objectives
- Procedure:Enabling access to education by overcoming demographic, social and cultural barriers.
- Main objective:Social inclusion of children and pupils from marginalised groups (including Roma) by improving access to quality education and preventing drop-out.
2. Financial parameters
- Budget for Pomorie LAG: EUR 204 516.75
- Minimum grant amount per project: EUR 25 565.
- Maximum grant amount per project: 178 952 euro.
- Co-financing rate: No co-financing by the applicant is required.
3. Eligible applicants and partners
- Eligible applicants:Municipalities, state, municipal and private kindergartens and schools, as well as non-profit legal entities (NGOs) in public benefit.
- Partnership: The municipality can participate as a candidate in one project proposal in a mandatory partnership with an eligible school/kindergarten and as a partner in more project proposals.
- Restrictions: State, municipal, private kindergartens and schools can participate in only one project proposal for the respective territory of the LAG, as a candidate or as a partner.
Important: The applicant for the procedure must have the necessary administrative and financial capacity.
Financial resources (financial capacity)
The applicant shall be considered to have financial capacity if its cumulative turnover during the last two financial years ending before the date of application is at least 30 % of the value of the funding requested under the project.
4.Eligible target groups
- Children and pupils from vulnerable/marginalised groups such as Roma, children and pupils seeking or granted temporary or international protection and/or asylum and migrants (registered in the Bulgarian education system),
- Parents/guardians[1] of children and pupils from vulnerable/marginalized groups;
- Teachers, other pedagogical professionals and non-pedagogical staff.
5. Eligible activities and costs
Activity 1. Supporting children and pupils from marginalised communities (including Roma, migrants, persons under temporary protection).
- trainings for overcoming educational deficits and difficulties in civic, health, environmental and intercultural education, interests, inter-school activities
Examples:
– Interest clubs (Traveller, Fashion, Digital Creativity; ‘Traditions Club’; Srčko Club; Club “Sport for Everyone”, pottery, weaving or folklore dances);
–Eco-patrols and Green Schools: Projects for the protection of local nature, the creation of school gardens or bio-laboratories;
–Digital clubs: Robotics, programming or creating multimedia content (deposits, school radio);
–“School for Parents”: Sessions to explain the benefits of education and how the family can support the child in the learning process.
- providing psychological support to children and pupils;
- provision of cognitive books for children of compulsory pre-school age, teaching aids and materials for pupils
- equipment and furnishings up to the materiality threshold when not financed from the state/municipal budget;
- provision of transport, meals, student dormitory, where applicable and not financed from the state/municipal budget.
Activity 2. Support for pedagogical professionals and non-pedagogical staff to work in a multicultural environment.
- training of pedagogical professionals and non-pedagogical staff, including educational mediators and social workers
- mobility of teachers/teachers and adaptation to different educational environments in different localities
- attracting and recruiting new pedagogical professionals
Activity 3. Supporting school/pre-school and local communities for active interaction in a multicultural educational environment.
– intensive work with parents at school/pre-school level:
- Open Days
- Parental forums,
- discussions, talks, and other parenting initiatives
- Events and holidays in the school/kindergarten
Examples:
-General events: Organizing local festivals, sports festivals or exhibitions where parents, teachers and children participate together.
-Motivation campaigns: Meetings with successful individuals from the same community to serve as an example;
-Early social inclusion: Summer academies for future first-graders for easier adaptation to the school environment;
Art therapy and game therapy: Using art and games to develop social skills in the youngest
-Partnerships with local companies: Business visits, “open day” or short internships for vocational high school students.
-Career guidance: Conducting professional orientation tests, meetings with employers and visits to workplaces;
-Demonstration offices: Equipping specialized practice rooms with project funds;
–Anti-discrimination campaigns: Organizing local events to reduce negative stereotypes towards minority groups.
6. Eligible costs

A flat rate of 40% of the expenditure on budget line 1 is applied. Direct staff costs. Other direct and indirect costs include other direct costs, such as cognitive books, teaching aids and materials, equipment and furniture up to the materiality threshold, consumables, transport, meals, student hostel, services, information and publicity of events, etc. necessary for the implementation of the activities, as well as indirect costs, such as project organisation and management, monitoring of educational outcomes, communication and visibility of the project.
7. Performance indicators:
- EECO15 minorities (including marginalised communities such as the Roma) – 80 persons;
- SOI 1.4. Number of supported children and pupils from pre-school and school education from vulnerable groups – 40 persons;
- SOI 1.5. Pedagogical professionals and non-pedagogical staff trained to work with children and pupils from vulnerable groups – 5 persons;
- Result indicators:
- EECR03 participants qualifying on leaving – 5 persons;
- SRI 1.2. Number of children and pupils from vulnerable groups with improved educational outcomes 1 year after participation in the operation – 20 persons.
8. List of documents to be submitted at application stage
1.Order/Power of attorney authorising a person to represent the applicant and sign all documents related to the submission, evaluation of the submitted project proposal.
- Declaration of the candidate/partner – filled in as a template (Annex I to the Conditions of Application).
- Analysis-Declaration by the Director of the respective educational institution included in the project proposal (Annex II to the Conditions of Application).
- Help Table – Annex III to the Conditions for Application.
- Partnership declaration, completed in accordance with a template (Annex IV to the Terms of Application) and submitted to the UMIS.
- Curriculum vitae (Annex V to the Terms of Application) filled in and signed by the members of the core project organisation and management team.
- Accounting documents (Annual Activity Report – AAR) attached to the UMIS in accordance with points 11 and 12 of the Conditions for Application, if applicable.
- Statute/founding act, certificate of good standing, court decision or decision on entry certifying the status of candidate/partner – NGOs, private school, private kindergarten, attached to the UMIS, where applicable.
- Decision of the Municipal Council agreeing to apply with the specific project proposal.
It is submitted only by municipalities – candidates, partners.
- Approved municipal strategy document – plan and/or programme for socio-economic integration and/or inclusive education of vulnerable groups, including those marginalised as Roma, persons seeking or granted international protection, etc.
It is presented by municipalities – candidates/partners in UMIS. If the document is publicly available, a link to the source where it is available shall be provided.
- Documents proving experience in the implementation of activities similar or identical to those of the operation and/or participation in the implementation of at least one project in the field of education and/or work with vulnerable groups before the date of announcement of the procedure.
